Biography
Otterness is an instructor with the University of Minnesota Onsite Sewage Treatment Program. He has been involved as one of the authors for the UMN Design worksheet suite for the past 10 years. He has 14 years of county regulator experience from working in two counties in southern Minnesota. He applies technical details working with contractors and other regulators to find solutions for installations that meet the rules and fit the site. He has 12 years of groundwater and wastewater sampling and analysis experience. He has been a member of the Minnesota SSTS Advisory Committee and the MPCA Technical Advisory Panel. He has a BA in Biology from Gustavus Adolphus College.
